What does "they'll get a seat at the table, they don't get to buy every chair" imply in the speech of Mr. obama?
.....We can bring doctors and patients; workers and businesses, Democrats and Republicans together; and we can tell the drug and insurance industry that while they'll get a seat at the table, they don't get to buy every chair. Not this time. Not now.

1. They get to participate, but not to own the whole shebang.
The insurance industry won't get to determine unilaterally the end results, although their concerns will be taken into consideration along with everyone else's.
